Duties of the Organization Office

         1. Conduct in-depth surveys and summarize experiences in a timely manner in accordance with the Party’s guidelines, regulations and policies as well as with the instructions and resolutions of the Party Committee so as to constantly pursue new approaches to the construction of the Party at colleges and universities in this new period.

         2. Reinforce the construction of grass-roots Party organizations to bring into full play this political core and fighting force; accomplish the tasks of setting up grass-roots Party organizations, and readjusting and reelecting leading members; inspect and supervise the work of grass-roots Party organizations according to the party constitution and regulations governing grass-roots organizations, especially looking into the state of the implementation of democratic centralism, the degree of adherence to the concept of collective leadership, the development of organization life and an ideology for leaders. This will facilitate the process of summarizing and exchanging experiences, advancing proposals and measures for improvement, and submitting these documents to the Party Committee in report form.

        3. Expand the ranks of school cadres; namely, by implementing the Party’s cadre guidelines and policies, and by assisting the Party Committee and the school administration in the recommendation, examination, selection, assignment and training of cadres at the divisional and sectional levels in accordance with the policy of “Four Requirements for Cadres” and the principle of “Ability and Political Integrity”, while at the same time conscientiously conducting evaluations of cadres’ performances during their term of office in order to submit proposals to the Party Committee for their reference to be used in assigning and making use of cadres. Work to enhance the training of reserve cadres and improve the process of selection, training and management. Implement a variety of cadre education, management and supervision programs so as to improve the inner qualities of cadres; and take responsibility for managing and providing services to retired cadres by actively working with the Office of Retired Cadres to accomplish these tasks.

        4. Increase the number of Party members and make full use of their role as examples and pioneers. The recruitment of Party members should be conducted actively and steadily in line with the policy of “Adherence-to-Standards, Guaranteed-Quality, Improved-Structure and Prudent-Development”, especially making sure to recruit Party members from among ranks of young and middle-aged intellectuals, academic leaders and college students. Meanwhile, the construction of the Party School should emphasize the education and training of Party members, cadres and Party activists. Moreover, efforts should be made to implement a system of education, management and supervision of Party members, carry out democratic evaluation among Party members, select model grass-roots Party organizations and outstanding Party members, and assist the Discipline Inspection Committee in taking disciplinary actions against Party members who have violated Party rules.

        5. Attract, train and make use of qualified personnel in conjunction with relevant departments by adhering to the principle of “Party Management of Qualified Personnel” and implementing Party policies for cadres and intellectuals.

        6. Responsible for keeping inner-Party statistics, performing a political review of individuals sent abroad for public service, managing each Party members’ personal file, accepting and transferring membership within party organizations, collecting and managing Party membership dues, etc.

        7. Assist the Department of Organization of the Party Committee of Hainan Province and the Working Committee of Education of Hainan Province in the annual evaluation of university leaders and in the evaluation of Party and administrative bodies at the end of their respective term of office. In addition, prepare for and organize the university’s Party Representative Congress.

        8. Take care of receiving letters and visits from Party members and cadres.

        9. Accomplish other work assigned by upper level Party organizations as well as completing those tasks assigned by the Party Committee and the administration of the university.
