On January 13th,  the Fourth Faculty Congress and the Third Meeting of the Trade Union Member Congress of HNU  was held grandly in the concert hall of Art Building.School leaders Li Hongmei, Lin Qiang, Diao Xiaoping, Guo Jianchun, Shi Haitao and Li Sen, and school party Committee members Wang Renbin, Huang Peiyi, Huang Yijun, Shen Fuke and Gao Wencai attended the meeting. More than 160 faculty representatives from various departments and colleges attended the meeting, and democratic parties and retired representatives attended the meeting.The meeting reviewed and voted on a number of reports, including school work report, target management assessment and performance distribution reform measures.

The meeting was presided over by Diao Xiaoping, Deputy Secretary of the Party Committee, Secretary of the Discipline Inspection Commission and Chairman of the Trade Union.

At the opening ceremony, President Lin Qiang delivered a school work report entitled “Don’t forget the initial intention of educating people, seize the opportunity of building a free trade port, and strive to push the school development to a new level”.The report reviews the school work in 2019, summarizes the achievements and shortcomings in the school development, and makes the school work arrangements in 2020.In 2019, the whole school went deep into the internship of General Secretary Xi Jinping’s important speech on “April 13th”, theDocument No.12 of the Central Committeeand the spirit of the National Education Conference, adhered to the basic position of teaching work, vigorously implemented the strategy of strengthening talents, comprehensively strengthened the construction of teachers’ morality and style, and created a good learning and talent training environment. Sustained and healthy development as well as new achievements havebeen made  on party building work, education and teaching reform, personnel training, faculty building, discipline construction and scientific research, foreign exchanges and cooperation, social services, school conditions.

2020 is the closing year of the 13th Five-Year Plan, and it is also the “Year of System Construction” for the school to comprehensively promote the construction of governance system and the modernization of governance capacity.Schools should adhere to and improve the overall leadership of the Party, adhere to the general tone of striving for stability, constantly intensify reform, opening up and innovation, comprehensively promote the implementation of undergraduate education reform, enhance scientific research and innovation capabilities and social service capabilities, further expand foreign exchanges and cooperation, promote new breakthroughs in various undertakings of schools at a new historical starting point, and show more responsibilities and make new and greater contributions in serving the construction of Hainan Free Trade Port.Finally, Lin Qiang pointed out, let’s take active actions, blaze new trails, forge ahead, shoulder the mission bravely,and work hard together to promote the construction of high-level universities with distinctive characteristics of teacher education and promote the development of schools to a new level.

Shi Haitao, Vice President, then explained the key issues of target management and performance appraisal distribution method. He pointed out that reform is imperative, which is the fundamental driving force for school development, the need to implement the spirit of the Fourth Plenary Session of the 19th CPC Central Committee and promote the modernization of university governance system and governance capacity, one of the core tasks that must be rectified to implement the requirements of the provincial inspection team, and the need of the school’s own development under the background of Free Trade Port construction.Shi Haitao introduced in detail the drafting process of the document, and explained the basic principles and main ideas of the reform. Finally, he introduced the outline of the plan, which was detailed and complete.

After the opening ceremony, ten delegations held group discussions and reviewed various work reports.The delegates had a full discussion on the issues closely related to the school development in close connection with the reality, and the atmosphere was warm.

At the closing ceremony, representatives of ten delegations, Fu Qiwen, Sun Zhenfan, Ye Fangyun, Deng Zhibin, Huang Peiyi, Qin Cheng, You Jinping, Wang Renbin, Peng Hongyan and Zhang Yunhua, made concluding remarks at the conference, fully affirmed the school work report and other reports, and made suggestions for the management and development of the school.

Guo Jianchun, Vice President, read the resolution of the conference.The resolution fully affirmed the school work report and other reports, and called on the faculty and staff of the whole school to act as follows: hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; not to forget your initiative mind, remember the mission, concentrate and forge ahead, so as to stimulate their full work enthusiasm, adopt more solid and effective work measures, and be more courageous in their work attitude, and comprehensively promote reform and career development and comprehensively improve the quality of personnel training; vigorously enhance the school’s core competitiveness and school-running vitality, make unremitting efforts to promote the modernization of school governance system and ability, build our school into a high-level university with distinctive characteristics of teacher education, shoulder the role of a marine engineer for the construction of Hainan Free Trade Port, and strive to realize the“Two Centenary Goals” and the Chinese dream of great rejuvenation of the Chinese nation.

Li Hongmei, Secretary of the Party Committee of the school, made a speech entitled “Remain true to our original aspiration and keep our mission firmly in mind., promote the modernization of the school governance system and governance capacity, and shoulder the role of a naval architect for the construction of a free trade port with Chinese characteristics”.She pointed out that this conference is an important meeting held during the critical period for the whole school to carry out in-depth education on the theme of “Remain true to our original aspiration and keep our mission firmly in mind.”, thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the Fourth Plenary Session of the 19th CPC Central Committee and the Seventh Plenary Sessions of the Provincial Party Committee, finish the 13th Five-Year Plan, plan the start of the 14th Five-Year Plan, and promote the connotation construction and characteristic development of the school.The school work report made by President Lin Qiang is an inspiring report.The report made by Vice President Shi Haitao is very detailed. In response to the work in 2020, Secretary Li Hongmei emphasized four opinions: First, strengthen system construction, promote the modernization of school governance system and governance capacity, unify thoughts, raise awareness, fully understand the necessity and feasibility of target management assessment and performance distribution reform, and seek breakthroughs to improve governance efficiency;Second,  make a good development plan, give full play to the key tasks of the whole school, comprehensively strengthen the party’s leadership, strengthen ideological and political education, strengthen discipline and professional construction, comprehensively revitalize teacher education, deepen opening-up cooperation, and build a happy campus;Third, improve the overall quality, strive to be a doer who contributes to accelerating the construction of Hainan Free Trade Port, learn and benchmark the spirit of relevant documents of the Central Committee and the Provincial Party Committee, and enhance political quality, work style, work skills, open and innovative awareness and professional quality of the construction of free trade port.

Secretary Li Hongmei called on the faculty and staff of the whole school to hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and not to forget your initiative mind, keep in mind the mission, gather together, forge ahead, guide our work with new development concepts, play a vanguard and exemplary role, emancipate the mind, be down-to-earth, and take the responsibility of “Insist not relax Castle Peak”, “Success doesn’t have to belong to me” and “I must contribute to success”, and make unremitting efforts to promote the modernization of school governance system and governance capacity, build a high-level university with distinctive characteristics of teacher education, shoulder the role of a marine engineer for the construction of Hainan Free Trade Port, and strive to realize the “Two Centenary Goals”and the Chinese dream of the great rejuvenation of the Chinese nation.

It is reported that the First Meeting of the Fourth Faculty Congress received a total of 50 proposals, all of which were filed and basically satisfied with the above 43;As of the 6th, 33 proposals were received at the SecondMeeting of the Fourth Faculty Congress.As of January 14, 2020, 45 proposals were received at the Third meeting.
